According to Decree No. 21/2001/ND-CP and Joint Circular No. 04/2002/TTLT/BCA-BNG of January 29, 2002, guiding the implementation of Decree No. 21/2001/ND-CP, foreigners entering Vietnam at the invitation of Vietnamese enterprises shall, through the inviters, register their residence purposes, durations and addresses in Vietnam with the Immigration Department in the written requests upon carrying out the procedures to apply for visas.
The grant of temporary residence certificates at international border gates is effected at border gate immigration offices. For visa holders, temporary residence certificates shall be granted in conformity with the valid duration of their visas. Persons who hold valid permanent residence cards or temporary residence cards will not be granted temporary residence certificates.
Foreigners who stay overnight at hotels or residential quarters reserved for foreigners (including residential quarters of the diplomatic missions) shall make temporary residence declarations through hotel owners or residential quarter managers. The hotel owners or residential quarter managers shall transmit temporary residence declarations by foreigners to the immigration offices under the Police Departments of the provinces or centrally run cities.
Foreigners who stay overnight at citizens’ private houses shall personally or through house owners make temporary residence declarations with the police offices of wards or communes where they stay. The ward or commune police offices shall transmit temporary residence declarations by foreigners to the immigration offices under the Police Departments of the provinces or centrally run cities.
Foreigners not invited by Vietnamese enterprises shall state their residence purposes, durations and addresses in Vietnam in their visa applications.
